In OmniStudio, an Action has an Active state that determines whether it’s usable at runtime. If an Action isn’t Active, it’s considered a draft or disabled asset, and deployment tooling will not move it to another environment. Activation marks the Action as ready to run in FlexCards or Guided Actions, and only those Active assets are deployable across orgs. So you can’t deploy an Action that isn’t Active—you must activate it first so it can be promoted to production or other environments.
